Mike of 'Mondo Video' of outrageous skits and Jokes that are long on attempted offensiveness and sadly short on humor. Ostensibly a send-up of "Mondo Cane'' and other trashy films of the 1960s on "strange" human practices, the film (at the Alexandria, Egyptian and Stonestown theaters) was commissioned for showing on NBC, but rejected by the censors as far too gross for network broadcasting. TV censors may be numbskulls, but it's easy to see why they objected to the film. The opening segment, for instance, Is devoted to a swimming school for cats, and features a dozen or so shots of frightened felines being tossed into a swimming pool (to reassure us, I suppose, some of the cats are seen climbing out of the watert That's about as offensive as It gets, however. It's becoming harder and harder to be outrageous, and I don't envy the film-makers the task they've taken on themselves.

But he has a tendency to let his Jokes drag on and on long after they should have gotten the hook. The bit involves a parodied cargo cult that worships shipments of cast-off American junk, like old psychedelic posters, umbrella hats and waterbeds. "Mr; Mike's" creator, co-writer and star, Michael O'Donoghue, is an alumnus of the National Lampoon, which he co-founded, and of Night Live," several of whose stars (Jane Curtin, Gilda Radner, Laraine Newman, Bill Murray, Dan Aykroyd) make brief appearances here; in short, he's had the perfect training to specialize in pimple humor. After Franz Josef was crowned King of Hungary in 1867, the orientalized brilliance of the Budapest court rubbed off on Vienna with heady effects.

Hungarian court dress became popular gowns in stiffer fabrics and velvet with V-fronted bodices and extra long trains for the women and uniforms with dolman jackets under fur-trimmed, gold embroidered capes worn with fur caps adorned by aigrette plumes for the men. Fanciful shoes and boots are very much a part of these costumes. The Hapsburg court danced to the music of the Strausses and Lehar on the brink of disaster in a brave show of extravagance and chic The exhibition includes many examples of daytime and evening gowns by long-forgotten Viennese haute couture houses of the 1900-14 period that are often on a level with Paris couture. The show closes with a small group of loosely fitting leisure fashions and textile designs inspired by the Weiner Werkstatte, an association set up by innovative designers in 1903. They are marked by simplicity, modernity and stylized prints that were a generation- gap away from court fripperies.

The association went bankrupt in 1928 and Vienna has made little contribution to costume design since that time. By Frederick M. Winship Press International NEW YORK The Metropolitan Museum will open a major costume exhibition tomorrow devoted to the Hapsburgs' final century of rule in Austria and Hungary, the last era in Europe when men dressed like peacocks. Unlike seven previous shows mounted by the museum's Costume Institute, more than a third of this exhibition is devoted to men's attire, both masters' and menservants'. It is not surprising that uniforms predominate.

Austria had gone ape over uniforms and its emperor never donned civvies in his adult life This glittering array includes military and ceremonial uniforms with their orders and decorations, fancy dress attire, national dress and special garb for grooms, porters, and footmen, often in brilliant colors set off by gold embroidery, soutache and galloon braid, bullion cord, fur and plumage. The robe of the Order of the Golden Fleece exemplifies Hapsburg glitter at its most impressive. In contrast, women's costumes are white and pastel in fragile materials enhanced by lace, some of it woven of gold thread, embroidery, ribbons and delicate jewels. A portrait of Empress Elisabeth in a billowy white gown painted by Winterhalter in 1865 dominates the exhibition and epitomizes the fantasy world of the Hapsburg court, where medieval chivalry was never accorded decent burial. "The night's armor had evolved into the resplendent uniform," said Stella Blum, curator of the institute, at a preview.

"By the opening years of the 20th century, the Hapsburg double eagle was sadly out of step with the times, but the romance endures in these surviving costumes."
